During last two decades, the Indian IT/ITES industry has matured enough and moved up the value chain. The IT/ITES industry has been contributing immensely in the GDP of the country and providing employment to millions.
I am proud of STPI for their contributions towards the success of the IT/ITES industry and in making India as a preferred IT destination. Now, at this juncture, we have to leverage the benefits of the strong foundation we had in IT sector and should focus towards the smaller/muffasil towns for their all-inclusive growth with the help of IT. This demographic shift is the need of the hour and will also help in reducing the digital divide.
Keeping this in view, my ministry has launched India BPO Promotion Scheme (IBPS) and North East BPO Promotion scheme(NEBPS) under Digital India Initiative. The objectives of these scheme are to create around 1.5 lakhs job opportunities for the local youths of smaller/muffasil towns and also to attract investments in the respective regions for all round development. These schemes will help in creating right eco-system required for the growth of smaller/muffasil towns and bring prosperity to those locations and as I foresee, it will have a multiplier effect on the economy in times to come.
I congratulate STPI to be the nodal agency for implementation of both the schemes and I am also quite hopeful that STPI will maintain its professionalism, for which STPI is known for.

BPO / ITES Industry is one of the fastest growing segments under the Information Technology sector in the country. It has immense potential to grow and expand further because of its readiness to deliver at par with global standards and inherent cost advantage. Currently, most revenue by this sector is generated from, in and around, the metropolitan areas of Bengaluru,Chennai, Delhi NCR, Hyderabad, Kolkata, Mumbai and Pune. Other parts of the country, having availability of talent pool and infrastructure, are yet to reap the benefits of this global boom. For addressing this aspect, India BPO Promotion Scheme (IBPS) and North East BPO Promotion Scheme (NEBPS) under Digital India Initiative have been designed for all-inclusive growth across the country.
These schemes would encourage setting-up of the Smart Digital Enterprises across the country and create employment opportunities for youth by promoting investments in BPO / ITES Sector. With a potential to create more than 1.5 lakh direct jobs and proportionately large numbers of indirect jobs, it is envisaged that the schemes could become basis for next wave of IT/ITES led growth and shall have a multiplier effect on the economy in times to come.
I trust that STPI will be able to leverage its impressive credentials and expertise towards successful implementation of these schemes and help in achieving the vision "to transform India into a digitally empowered society and knowledge economy" of Digital India Initiative.

About Scheme

The North East BPO Promotion Scheme (NEBPS) , envisaged under Digital India Programme, seeks to incentivize establishment of 5000 seats in respect of BPO/ITES operations in North Eastern Region. The budget outlay for the scheme is of Rs. 50 Crore. This would help in capacity building in the region in terms of infra & manpower and would become basis for next wave of IT/ITES led growth.
Salient Features:
  1. Financial support [Capital Expenditure (CAPEX) and/or Operational Expenditure (OPEX)] of up to 50% of expenditure per seat, with upper limit Rs 1 Lakh/seat.
Special incentives for :
  • Women and specially enabled person employment
  • Generating employment beyond target
  • Local entrepreneur
  • Training incentive
This scheme has potential to create employment opportunities of around 15000 direct jobs considering three shift operations. It may also create good number of indirect jobs.
